VISTA — Prosecutors have decided not to file charges against a 92-year-old man who came forward after a 15-year-old skateboarder from Vista was struck and killed in a January hit-and-run collision. The driver, whom authorities have not identified, told authorities the next day that he thought he had struck some object or possibly an owl. Lucas Giaconelli and three friends were riding skateboards on Thibodo Road near Edna Way in Vista about 7 p.m. on Jan. 29 when Lucas was hit from behind by a white Toyota Camry, sheriff’s officials said. Lucas, a freshman at Rancho Buena Vista High School, suffered major injuries and died at a hospital. Witnesses described the car to authorities, and the next night the 92-year-old man reported to deputies that he may have been the one who struck the teenager. “We did not have enough evidence to prove the man had hit a person, beyond a reasonable doubt,” Deputy District Attorney Jode Breton said Thursday. Breton said she reviewed the hit-and-run case presented to her by a sheriff’s accident investigator. She discussed the case with a supervisor and they made the decision to not file charges. Breton said she also met privately with the boy’s family and discussed the decision. She declined to describe the family’s reaction.
MIRA MESA — A 20-year-old man fatally shot at a Mira Mesa house party Saturday night has been identified as Aris Elijah Pugal of Escondido. Pugal was at a party at a home on Martinique Way near Parma Lane. When he stepped outside about 11 p.m., he was shot several times, authorities said. Friends inside the home ran out when they heard gunshots, and found Parma lying in the road. The witnesses saw two men running away and yelling gang-related slurs, San Diego police homicide unit Lt. Kevin Rooney said. The county Medical Examiner’s Office said Pugal died at a hospital about half an hour later.
SAN DIEGO — A 66-year-old woman died Friday after being hit by a car in Tierrasanta. The woman was walking south on Tierrasanta Boulevard near Tambor Road about 8:45 a.m. when she was struck by a 2001 Chrysler sedan, San Diego police said. She was taken to a hospital where she died from her injuries a short time later. The driver of the car, who was not injured, stopped, police said. It is not believed that alcohol was a factor in the crash. Officers are still investigating the circumstances of the collision. The name of the victim has not been released.
LA MESA — A bicyclist was struck by a trolley and seriously injured at Severin Drive Tuesday afternoon after he went around the crossing guard arms, La Mesa police said. The accident occurred about 5:20 p.m. at the Severin Drive crossing of the tracks. Trolley service was halted for several hours. The male cyclist was going north on Severin Drive, approaching Amaya Drive, when the crossing arms came down to stop traffic for a westbound trolley, La Mesa police Lt. Carlos Medero said. Medero said the cyclist veered into the southbound car lane and onto the tracks “apparently in an effort to beat the approaching trolley.” The bicycle hit the side of the trolley and the rider was knocked to the ground on or near the tracks. He was taken by ambulance to a hospital, unconscious and suffering several broken bones, Medero said. The injured man’s name and age were not released. San Diego Trolley spokesman Rob Schupp said trolley service was halted in both directions in El Cajon and Grossmont during the police investigation. Passengers wanting to reach the Amaya Drive station were taken by bus. Trolley service resumed about 7:45 p.m., police said.
